The rule is in DK.
With gauntlets (or renforced boots, etc...), +10 damage, -10 initiative, -5 attack, -5 defense, because martial art need to have a total free move you have some malus. And with heavy gauntlets, +20 damage, -20 init, -10 attack, -10 defense.

It's easy, if you see a technique and if you have enough free DI (hmmm in english... inner developement...? the thing to buy Ki power ect..) you can learn it immédiately (and not later, you need the DI at this moment), and finally you have a cost reduction of DI when you learn a technique like that. But this Ki power is very expensive ^^

Dinah should be around the same lv than Ophiel, but the greatest part of her power is sealed, her power is really bigger than ophiel if she break the seals (but she'll never do that), i dont know more about them ^^.
