Eljared is the more powerful characters in the RPG setting, and she is directly responsible for a great deal of the current situation in Gaia (fragmentation of the Empire being the most well known).
The Black Coins are what were given by the Imperium (Powers in the Shadow) to the Solomon Empire, which is what allowed them to develop weapons and technology like the Sigma Zero, and the Legacy of Solomon.
Eljared is also the reason Lucanor even possess one of these coins (which he has used to develop various technologies, not least of which is The Process). It can be implied that she is continuing to manipulate multiple events in Gaia; including to some extent, Lucanor, who is aware it.
Edit: I'd also like to add, I doubt Valis is a Leader, as she is the personal bodyguard of Reist. So I find it more likely she is a normal character.

I'll just add that the Black Coins contain a highly advance AI that could help a user create technologies, if you know how to use it. Most people would just think a Black Coin was just that, a coin.
