I find myself doubting Lucanor would get his hands dirty when it comes to direct confrontations.

This extends to Matthew Gaul to some extent, as his personal presence on the battlefield probably wouldn't happen unless an all out war actually started with the Empire.

As for the other Organizations:

The Fallen Angels are all top-level for Samael, though Legion is certainly a stand-out.

Romeo is the head of the Inquisition, and I'm not certain if the current Archbishop is supernaturally powered at all.

Since the Empress as parading as Anna Never, Taddeus von Horsman is about the highest rank we can get within the Empire. Kisidan himself would be quite absurd.

Considering Kisidan is one of most powerful creatures(I don't count all that Powers in Shadow stuff because I don't get it) in known world so his appearance would be game breaking.

Well both von Horsman and Gaul were Lords of War during their time in Abel. They should be at least on similar power level(Gaul higher I think cos' of all that lost logia he collected).

Since we are getting Anna Never/Empress what are the chances for Matthew Gaul or other Big Bosses? It was stated that "Nope, Lucanor is not coming out" but does it mean not at all or simply not now? What do You think? What top end characters You would like to see?
I doubt we'll ever see any of the world leaders like Gaul, Lucanor, the Archbishop or Elisabetta as the Empress since Tactics is largely focused on the unofficial wars going on in Gaia and as Zeru says their presence would be hard to justify or explain-away unless all out war broke out. Also I doubt we'll most of the "world shakers" like Kisidan, Kagami, Nerelas, Lazarus, or any of Eljared's posse because, as you say sAdam, their presence would be game breaking.

Given that Tadeus von Horsman and Alexias (the Exterminator Angel) are apparently already in the works, some other top-end characters I think it would be interesting to see are: Alystaire Fardelys and her Selene bodyguard Alba Zimmerman, Kali the Executioner,  Alexei Magus, Halion Soulbringer, Sho Ravengale (the Shogun of Shadows), and Killrayne.

I always thought a good excuse would be that as this is a War in the Shadows situation, sooner or later the leaders of the factions are going to want to go and see the activities of their underlings first hand or at the least they will want to travel relatively incognito to various locations for political reasons, like clandestine alliances or entreaties (how often do presidents/prime ministers and such just suddenly turn up in Afghanistan with no warning).  In which case they would be traveling with a small select group of highly skilled bodyguards rather than a full entourage.

I like the idea of having a miniature representation of the leaders of the orgs, like Matthew Gaul or Lucanor.  If anything, just for role playing.  I think they could justify their presence in the game by saying that they are only using a fraction of their full power.  That way they wouldn't have to be 200 levels.  I think the max levels should be 100, so the warrior leaders like Gaul should fit that bill.  Other less fighty leaders like Lucanor could be around the 70-80 level range.  Lucanor could justify being less expensive if he also comes with his panther, like Bella comes with Aqua or Promethea with Styx.

Lucanor would basically function as a super Sophia. His intellect basically makes him a step short of omniscience, and his panther is basically Kisidan level from my understanding.

Matthew Gaul is level 12 in the RPG, which places him up there with Dinah when she isn't holding back, not counting any "special" levels he probably has.

Of their Necromatic Weapons the Necrogolem is really the only unit left.  Others might be members of the team of Seekers that discovered the Book of the Dead.  At least those that stayed with Black Sun.  Maybe Adrian Delacroix or maybe his dead youngest son.  Felicia Steiner Mentalist Lv 5 daughter of Richard Steiner other other lead family of Black Sun. Sergi Colbert Freelancer Lv 7 one of the scientist and the lead of the Necrogolem project.

Considering the fact that Aizen is Gaul personal bodyguard I think that appearance of a bit depowered or incognito version of Man himself is possible.
