No that I know of, but it could be a good idea.
My experience with player locators are mixed ones, however.
I also know that there was (is still?) a site who hosted player locators for free and financed itself with ads.
PS: Can you say financed in english?

Yes, what you said is correct. We had a thread in this forum somewhere where everyone listed where they were from. A locater would be really nice especially for when I might travel somewhere so I could find a place to play.
