Decided to post them, but be warned, I occasionally tweaked a few numbers when I noticed errors (usually with accumulation and initiative), so if you notice a number somewhere is different, that is probably the reason why. The Process

Within Selene, no one is feared more than Kali, the Executioner. The daughter of Alaxa, the lady of Selene herself, this young woman is an unparalleled hunter, a perfect killer who is responsible for finding and exterminating renegades agents who have betrayed Selene in anyway. Some even consider her the best of all the killers in the world, saying that she has the ability to kill any target whether mortal or
divine.

The birth of Kali is shrouded in mystery because Alaxa has never revealed the identity of her father, but it seems that he was human. That makes the young executioner a rare mix, since the fact that Sylvain can be impregnated by a son of a man is something that has been seen a little more than a dozen times in history.

Whatever the case, all that is known for sure is that she was born on the island of Selene where, as expected, she soon demonstrated that she had inherited from Alaxa a massive talent for combat. She soon became the most brilliant of all students and only her sister Celia, with whom she developed a strong rivalry and camaraderie with, managed to keep up. Both girls competed in numerous tests, without achieving a clear dominance over the other, and decided to settle their dispute by participating in a mission that would determine who would get the title as Selene’s Executioner.

Surprisingly, Celia is the one who failed to find her target first, and she decided to desert the organization.

Devastated by the decision of one to whom she considered more than a sister, Kali obtained the title with the terrible task of one day having to kill her best friend.

Since that time she has become the Executor of Selene, and has done her job
with absolute efficiency, which has allowed the organization to survive even in these dark times.

Kali has a very unusual personality.She is cold but the same time sarcastic, distant yet very human. She has no qualms with killing, but at the same time be unable to hurt anyone if it were not part of her obligation as an executioner. Therefore, it sometimes seems as if she has two different people sharing the same body. When not acting as agent, she behaves like a normal young woman who loves clothes and all things beautiful. However, when on a mission, a completely different nature awakens within her and she becomes the perfect assassin, the very embodiment of death.

She is often lonely, but after what she considers a betrayal by her only friend, Celia, she has never tried to approach anyone for fear of losing to someone important to her again. However, she professes absolute devotion to her mother, and would do anything that she asks.

Naturally, as the Executioner, in the arts of combat and murder she has no peer.
She can become darkness itself, and her natural instincts for finding a target’s weak point are unmatched. What’s more, she has mastered four of the original ancestral techniques of Selene, which are considered some of the most powerful ever created.

She has recently been involved in the events leading to the Rupture in the Skies. Commissioned by the former Archbishop, the killer finally had worthy game in numerous individuals endowed with unique powers, which even led to her facing the best Agents of Wissenschaft. Right now, her whereabouts are unknown, but those who know her do not hesitate to continue acting in the shadows as she has always done; towards the benefit of the Organization

Chosen of the Light

Although he may superficially be considered "human," Romeo Exxet has powers much
higher than a mortal could have. This is depicted by his series of unique skills, both physical and mental, that are described below. Together, the Chosen of the Light gives a +3 level modifier.

Natural Light: In game terms, Romeo has an affinity towards light that is akin to a Greater Elemental. Any Light being of lower or intermediate grade automatically regard him as their superior and must pass a MR or PsR check of 120 if they attempt to refuse a direct order from him.  Moreover, any Light based damage only does half damage to him, except for those produced by a being of Gnosis 35 or greater.

Exterminator of Gods: Any Attack of Romeo’s against a being with a Natura of 10 and/or a Gnosis of 20+ receives a +50 damage bonus. This ability effects both Magical and Physical attacks.

Seraph Wings: At will, Romeo can externalize a huge pair of wings made of light that allow him to glide through the air at Flight speed 12. This ability can only be maintained for up to 5 rounds, after which he must wait a full minute before using it again.

Son of Darkness

By origin monstrous in nature, Ophiel is halfway between a Duk’zarist and a elemental of darkness. Consequently, he has considerable powers over darkness as described below. Overall, these skills combined with his nature as a Duk’Zarist give him a +5 level modifier.

Shadow Mastery: Ophiel has control over darkness equivalent to the spell: Control Darkness, released at its base degree. However, if he focuses on controlling darkness and does not perform any other action during the turn, its effects are increased to those of the intermediate level. This ability has no cost for Ophiel.

Elemental Nature: Ophiel ignores darkness-based damage inflicted by creatures with less than 35 Gnosis, but takes double damage from light-based attacks.

Superior Umbra: Ophiel can use the Ars Magnus: Umbra without having to pay any Ki. Moreover, being something innate to him, Ophiel can attack/gather his shadows or cast spells without applying any penalty to Ki or Magic Accumulation.

Attack Area: Unlike the normal rules of Umbra, attacks made by Ophiel in a shadowed area can go up to 50 meters. Increasing the area of this mode has a cost of 5 Ki per use.

Shadow Weapon: Using his domain over shadows, Ophiel can solidify any item made of darkness (Quality +0) and use them without penalty.

Dark Empowerment: By paying 2 Ki or 20 Zeon per turn, Ophiel can increase the powers of the attacks made by Umbra. In doing so, all shadows under Ophiel’s command become +10 quality items, increasing their attack, damage and armor modifiers.

Channel to Hell

As a portal for many demonic forces, Alastor has long ceased to be a simple
human being. Overall, his capabilities give a demonic +2 level modifier.

Unlimited Power Channel: Alastor recovers 10 Zeon and 1 Ki once per round. This does not work in sacred places or areas filled with positive energy.

Infernal Eye: Alastor can see Magic and Spiritual Beings

Arbiter Orders

Clad in his armor and mask, Arbiter Alastor can channel his demonic power to
control the course of battle at will.

Limitation: All Arbiter Skills only work on people who have voluntarily accepted allegiance to Alastor and consider him their superior.

Motum: Alastor can sense the positions of his subordinates and if he desires, direct/move them. This ability allows you to choose up to three different position, and allows him to choose those of his men who go to that position. Motum has a range of 1 kilometer and consumes 1 Ki, or 5 points of Zeon for five rounds.

Opugnis: Alastor can give one of his subordinates a +30 to a single offensive action. When activated, this skill consumes 5 Ki, or 50 points of Zeon.

Creed: When the Arbiter remains concentrated and does not perform any other actions, all subordinates within a 1 km radius get +10 to any action directly related to combat.

Terminus: The most terrible of all of Alastor’s abilities as an Arbiter, he sacrifice one of his subordinates, turning them into a living bomb. At will, he can make someone explode like the center of the spell Fire Mine, released with a equivalent zeon value of four times the presence of individual sacrifice.
Activating this skill consumes 5 Ki or 50 points of Zeon.

Finished posting all of them, feel free to PM me if you notice any translation errors.

My thoughts:

Most of them are great, especially Alastor, Ophiel and XII due to their unique nature.

I must admit though, I'm a bit disappointed in Griever (who is rather plain, in addition to wasted MK) and Kali (who doesn't detail what bonuses she gets/doesn't get for being half-sylvain).

Also, several weapons that you would think would have special abilities don't have any. Particularly: Kujaku Hime's Nodachi and Anna Never's Angelus, especially Angelus.

There was also a suprising amount of simple errors, like not having a 3 in accumulation for a stats that had a score of 13, or forgetting the Base initiative speed for Kali and a few other characters.

Also disappointing is the blatant cheating. I noticed it most during Yuri and Ophiel, who apparently get their ki techniques for 0 martial knowledge. Maybe it is a Dominus Exxet thing, but all their mk points that are spent are in ki abilities instead of techniques.

Both Yuri and Ophiel have free MK (as in, not used) for their techniques, so they are fine. It does look like Ophiel gets Umbra for free though (or they forgot to consider the cost).

Romeo on the other hand, is definitely over his MK limit. 280 MK before the technique is even considered.

The thing is that free for mk implies to me that it is not spent on anything already. If it is used to know your techniques, it is not actually free in my opinion.

Also, the elan abilities seem for Romeo seem to be in contradiction to the rules for elan in the book. 80 with two beings is supposed to be impossible.

I also assume they use the new Core Exxet secondary skill rules.

Romeo is purposefully an exception if you know his history in Anima: Tactics, so no surprise there.

I'm actually checking if they are using the secondary skill rules right now, though its likely.

They pretty much have to be, my brother and I went over Kali with the character spreadsheet available on the board. She was almost over on skills with just primary and athletics in the old system.

Also, poor Elisabetta, no love from Edamiel. Guess she hasn't entered the teen goth phase yet.

I just reverse-engineered Griever and found a few things:

A) Griever is over his DP limit on Combat (955 spent with a cap of 900 DP on Combat)

B) If they are using the new skill system, they must have completely forgotten either his Natural bonuses, or a big chunk of DP for Griever's secondary skills, because they are way lower then they would be.

So in conclusion, Griever has too much DP in combat, too little in secondary skills and a lot of DP completely missing.

Edit: I decided to show an example Griever that would be legal for comparison (trying to keep it as similar as possible), but with the missing points added in.

griever has 150 MK
he's a weaponmaster, so hes got 100 from levels.
he has 1 CP in martial mastery, thats 40
so theres 10 left over, whicho would be bought. it's not that much of a difference.

"Cheating" is fine when used in moderation or for story purposes, but the problem is a majority of these characters are outright missing DP, or have stats that don't add up (in a way that effects them negatively).

Also, many people, both players and DM's, like to have consistency on their system. NPC's and PC's are still built from the same core system, so should be consistent.

As I mentioned before, I did take both of those into account, the problem is:

A) They have WAY less secondary skills then they should with the new Core Exxet system, but more then they would with the old system. As my example Griever shows.

B) They have LESS MK then they should have on display, so even if they purchased MK, they aren't showing it, or they can't do so legally due to the % limit on Combat.

For example, Romeo shows 250 MK but in reality he has about 300+ MK spent.

Basically, most aren't "cheating" because they have more then they should (except for those that are outright ignoring the combat DP limit), most are actually weaker
