So It happened I found this lady's profile wandering in french speaking zones. She must like french language because that's the way the card was written. Besides, Paris, french culture and such sure fit a sophisticated women like her.

WOW!  She is amazing.  Very similar to Church, but that is not really a bad thing.  I think that she might have to become my new leader of choice for Empire.  Do we have any idea when she will be hitting shelves?

Yep, a 75 Empire leader with a permanent Blessing aura (4 AP recovery - 1 AP upkeep), criticals on 8+, and free Initiative. I do not like what I see, to be honest. She's like Arkeid and Alastor rolled into one and with a lower level. Her leader skills are basically orders but better and more versatile (if she fancies so she can turn her "order points" into 1 extra AP for herself).

But is this legal? Expensive for what is usually seen in Empire, is expensive, but you pay too well what it does.
¿Similar to the orders of Arbitre? If you have maintained Blessing, account for the use of that turn will then not much. If you keep blessing and you can still use other skills, then we have a leader who only recovers 2 accions and that's always slow and few options.
I see it balanced, it is no exaggeration.

She is extremely good, but comparing her to Romeo and the Legacy, I can't say she is "broken" as either one of them are comparable to her, and both beat her in combat.

If you keep bless up permanently, she will never be at full AP (no way to get Haste for her in Empire) and while her combat skills are impressive, she is far from superior to other combat characters at her level. Her best attack will leave her empty with Bless up, and her 3 AP attack has no bonus damage. Her ranged attack is certainly good for Empire, but only has a 10% chance of landing a Critical Hit (critical mastery doesn't work on ranged attacks).

Her cost also limits her from a lot of the "best" combinations that Yuri or Tiamat can potentially give you, being 75 vs their 55 and 65 levels.

Best list I can squeeze her into is:

Macbeth 55
Erika 40
Sophia 35

While she is certainly powerful, calling her broken is just being ignorant of what is available to other Organizations (particularly Church and Wissenschaft).

and for those wondering, I have played a game with her already that I will be posting in a bit.

edit: Also, isn't Dream of Lust +3 damage, not +3 Attack?

I question whether she can maintain Bless and still use other abilities in Archmage, I would assume yes, as Upkeep isn't recasting the spell, but maintaining an already active effect.

Also, I agree on your assumption of Archmage working even while maintaining Bless.

Healing, a lot of healing. Lilith Attack with 8 and 11-13 defense and launching an extra die for attack and defend, in addition to a resistance of 13 plus 1 for Lilian and to get to 9 Attack, 12-14 and 15 Resintencia Defense by Consecration of Beth Mc ... but the possible buffs Sophia ... Kronen to endure, and with Mc Beth Samiel as auctioneers, even Lilith can finish an opponent.

Then you'd have to call the following Leader's broken as well: Clover, Yuri, XII, Dinah, Elienai and Arkeid. That isn't even getting into optional Leaders.

That list is certainly tough but possess almost no real offensive power other then Lilith and Samiel. Too much tank/support and not enough killing power.

That said, Empress's Chosen finally has a character that might make it worth taking.

O Chosen of the Empress of someone like Beth Mc Kronen to intimidate or more.

This question was also asked at the german forum.
HoKuWo stated that maintaining Bless does count against the once per round use of the Archmage abilities. Therefore no Bless and Healing Light in one round.

An interesting ruling if its true, since Upkeep doesn't count as re-casting it when under the effect of Nux or similar abilities.
