I would assume something along the lines of the Blood of Ciel/Gaira would be required to create such a weapon. Maybe the blood of the Shajad and Beryl would suffice if your feeling generous.

One of The Messengers, Malachi, The Demon, was given a sliver of Gaira's fingernail which he made his right arm, and it supposedly has near unlimited destructive power.

So something along those lines might be appropriate for a +25 weapon (assuming the sliver of Gaira's fingernail is even that).

if I need to take a chunk of starmetal and forge it with the breath of Kagutsuchi and then cool it off with the piss of Gaira to create a +25 item, that's more of what I wanted to know.

More this, as it's simply impossible to reach higher than +15 with the 'normal' rules for forging items.  Needs crazy-special ingredients, crazy-special forging techniques, and likely special circumstances like 'the stars are aligned correctly' or 'you have a god working with you'.  It would probably be a huge quest at the least to even find out how, possibly a lifetime goal of the character to actually accomplish.  The sort of thing that would make a good purpose for an Ebudan, for example.

Basically it comes down to 'GM decides, because it isn't covered by the rules.'  :)

Well, Those Who Walked Among Us tells us how Longuinus was forged;  a lost Logia which absorbed some of the gnosis of the Messiah. >_>;  All that for a +20, how the heck are you supposed to make a +25?

Unless something drastically changed in the English version, Longinus isn't a Lost Logia...
