Honestly I just don't allow that, except for the weakest ones.
But what's the point of the extra levels? extra 25 exp to level up?

Normally to go from level 1 to level 2 requires 100 xp. For a character with +1 level it requires 125. 25 xp is about equiverlent to 5 or so game sessions. If you interpret it as them starting with 100 xp (but only having the dp as a level 1).

Although their is a potential interpretation that says, getting from 0 xp to level 1 requires 225 xp (and therefore the relative delay is 125 not 25) - I've run it that way before and it didn't seem imbalanced. That's the equiverlent of a 15-20 game session delay on leveling up.

5 xp per session is glacially slow! That's even less than the book suggests and roleplaying books are notoriously stingy with xp (usually because they presume people have time to play 3 8-hour sessions per week or some such ).

Yes I was thinking of a different system when I gave the numbers. More relevently though -

I think that a +1 level adjustment character starts at 0 xp and needs to get to 225 to get to the next level (instead of starting with 100 xp) - so I think it gives a large penalty initially.

I'd prefer you to comment on my other point - do you think a level adjustment is fairer if it essentially means you need to get 225 xp to get level 1 (+100 Dp that is)which is 125 different instead of it being only 25 xp more.

For xp - I usually adjust it based on the adventures I'm planning to run.

I assume you mean to get to Level 2, rather than Level 1 (which needs 0xp), but anyway that's just me being pedantic.

The mistake I think you're making (sorry if I'm wrong) is in thinking that they only pay a 25xp penalty.  They don't.  They pay 25xp PER LEVEL more than usual.

By the time they get to, say, Level 10, they'll have needed 225xp more than a standard character who neither has a Legacy of Blood nor is a different race.  Their teammates will be over 2/3rds of the way to Level 11 by the time the Legacy gets to Level 10.

From Level 6 onwards, they are a whole level behind their teammates more often than they are the same level.

That's a reasonable penalty to pay, I think.

Remember, that +1 modifier gets to be more and more of a "handicap" per level; the experience chart has an exponential fit. I run higher-powered games, and each player has a d100 roll in addition to roleplay bonuses. Each character levels up a little bit differently, and it's encouraging to gain level faster in the beginning. Since I'm starting a new group at level 1, though, I'm not introducing experience yet, and I'll have them grow as the campaign fits until about level 4.
