Can't read Russian but I'm guessing they don't allow proxies and since it a promo card very few people have it Seeing it is a rather good card, it would unfair for those that don't.  I mean you can't even order it at the Cipher Store.

I see that it's a house rule. I mean what are the reasons for banning this card. Is it considered to be broken as hell, or it's just because of its promo status like Ape2020 said?
