I have hard time finding uses for some chars, thus I ask some help and tips about using them.

Genma — She is slow fragile summoner with summoner level 3 (near to useless - no need in such amounts of summons), her shooting is ooo 4/4, and her abilities are quite overpriced as for me. I mean, comparing her to non-leader Covel we see that he is quicker, can deploy summons faster, he can buff summons, and he shoot 5/5.

Azur Prowlers. They are low health, not shine at damage. Arbiters orders are better used on some hard hitters than on low damage prowlers. How should I use prowlers like for example Kyler?

For Genme I agree that she is something of a relict of the past when you compare her to her brother but still she is a very cheap unit who can use any kind of summon and thats basicly it. Before the FAQ Genma was used to sustain infinite ash slaves from the Dijin, also dont underestimate summon level 3. Every summoner grows in power with each new summon that is released. Now we have Natures Wrath that when summoned can damage the oponents as an AOE effect. if simillar effects can be created than genma's lvl 3 summoner might be what Samael needs to be ahead of other factions. Also don't forget that she can effectivly fight summoned creatures which greatly benefits forces that use simmilar strategies. Enemies such as Arias Vayu, Dijin or Ahriman can be hurt without using your more vital Samael forces.

As for prowles it can be difficult to talk about prowlers as a whole but I can give you some examples about Kyler.

Kyler is basicly for many the bread & butter hurt-machine of the Les Jager. Despite the Colonel's fantastic 8/8, Kyler has a more complex yet often more successful fighting style. Basicly what he does is while boosted by such ladies as Sophia Illmora he spams his 'dancing mad' often equiped with piercing weapon. It might seem silly on paper but after getting bonuses he can come up with a real flurry of blows with the help of The colonel, local Arbiter and Sophia, these attacks can often be regarded  as childs play by some anima players but  after some time they start considere if NOT dodging was the correct course of action.

Using Genma is pretty simple:

Step 1: Summon Monster
Step 2: use lasso of unity to keep the Monster around
Step 3: see step 2

Summons are balanced around the fact that they can disappear during the game, don't think of it as taking genma, think of it as taking an 85 level Al'Djinn that doesn't disappear

In addition, remains to be seen even to Aeons, to remember each Aeon uses 2 holes invocation ... Gemma thus be able to do an addition to a normal invocation.

Yup she is perfect for those summons that can work at a distance like Al'Djinn or Arias Vayu.  They can sit back with Genma getting Bind tokens while sending off thier minions to reek havoc for the enemy.

Hm, what the FAQ changes? Can't see any changes to summon rules in it.

As for prowlers I mean Kyler, Kirsten and Harod to lesser degree. Prowler like Aizen go to victim, crush it with 11/9 attack, and still stays hidden and being almost impossible to detect unless Lilith or Eilenai. But lv. 40 prowlers pop up, do some damage (which opponent usually tries to dodge) and then get obliterated due to their extremely low defence and hp.

Well, if I had Aeons on my table, and they'd be so good, I hadn't questioned Genma.

And do lv 25 agents spam worth it?

Well they are if there is not drawback to them being killed.  A list of uses for Ash Slaves:

-Tie up more powerful units, to which they would have to at least waste AP trying to escape or better waste on trying to kill the little snots.

-Intercept Ranged Attacks and block Line of Charge.

-Gains you extra activations so you can hold back your more powerful units until enemy units have wasted their AP.
 
-Node squatter.

-Chip away on units with lots of LP or finish off those that barely survived before.  Also extra attacks that will have to be dodged or suffer at least some little damage that will add up.

-Azur Agents can be stealth hunters or one shot bullets.
-Church Agents super cheap healer & buffer.
-Empire Agents cheap tank or beatstick.
-Samael Agents flying speed bump or buffer/debuffer.
-Wiss Agents spam attacker or cheap ranged attacker.

All this and they don't trigger Death effects or award VP or trigger Shock when killed.  With Genma pumping bind points into the Djinn so it never goes away.  Yeah those Ash Slaves are pretty damn worth it and only slightly more balanced then the Djinn's Absolute Copy ability which is pure cheese in its present form.

As for cheap prowlers they work in a few ways too.  Stealth and Infiltration hunters, support killers, and AP deterrents.  Azur has super cheap units that can be hidden is fine for offing a wounded unit or take down most low to mid-level units which usually cost more anyways.  And with a Harod or Freya or Kyler hanging around your enemy units have to hold back some AP to Dodge or Seek meaning they have less to do for their other actions.  Plus to a lesser degree then Ash Slaves those cheap prowlers give you an activation edge that can be used to wait for your opponent to open up or exhaust AP.  I'm willing to lose Harod if it means I take down Lilian or Rayne instead.  Yeah they suck against heavy tanks or some of the higher cost units but thats why you pick your targets.  Plus the new unit Wolfgang and Gnosis equipment card should make for great boost to cheap prowler uses.
