Ok, so this was bothering me.  Dereck Shezard has the ability Neokinesis for 2 AP.  It gives him lvl 1 Haste.  Here's my problem.  He's spending two action counters so he can recover 1 on his next turn.  If he is at 2 AP and spends them for Haste lvl 1 he'll be at 0 AP then on the next round he recovers 3 +1 for the haste and ends up at 4 AP.  However, if he didn't spend them he'd be at 2 recover 3 and be at 5.  Celia's Neokinesis gives her lvl 2 haste for 2 AP which is worth it because she's spending 2 AP to recover 2 across two turns. Its like putting them away for later. I understand that with Celia's plot card in play Dereck's Neokinesis would be worth using since it would put him at lvl 2 haste.  Is there something I'm missing or is the ability just worthless without Celia's plot card?

Yes and not.
Right now, still with Saga 1 rules, you can say that without Neokinesis Magnus is pretty for nothing.
With the complete rules, you can use a Haste counter to pay the upkeep of one skill. Therefore, you can use it to be able in the next round to active Neo Genesis with the Dragon's Seals.

Right, but even then you're spending 2 AP to haste to to use the haste as an upkeep when the upkeep on Seals of the Dragon is only 1 AP.  With the Magnus the haste upkeep is worth it.

Ah, I see it now how it could work out even as lvl 1 haste but it takes a couple turns to build.

Dereck starts at full 5 AP he then casts Seals for 3 leaving him with 2.
Next turn he recovers 3 and spends 1 to upkeep leaving him at 4 AP.
He then casts Neokinesis for lvl 1 haste leaving him at 2 AP.
Next turn he recovers 3 and uses the haste counter to upkeep Seals so he's back to 5 AP.
He can then use the 5 AP Neo Genesis attack while being buffed from Seals for a total of +6 attack and +6 damage (plus another 2 defense). 

I see once the haste to upkeep comes in it'll free up enough AP to do high cost abilities while still maintaining a buff on yourself.

Also, his haste is a "neo kinesis" ability, which is boosted by Neo Kinesis Magus.

Not exactly 100% correct, Derek start at 4 not 5 AP (recovering rate +1)

Yeah, getting Derecks' Seals of the Dragon + Neo Genesis combo off with saga 2 rules is quite hard.

I usually try to survive the first round of combat to build up the actions needed to get it off. A Clock of Cronos and Neokinesis Magnus usually help a lot out here.

Sorry a question...

In rule book, we have first Recovery Phase and next Maintenance Phase.

Haste says: "The Character recovers an additional Action during Recovery Phase"

I understand that if Dereck have 2 AP and one counter of Haste, in Recovery Phase take 2+4 AP. But his maximum are 5 AP, lose one point.

In Maintenance Phase, spent 1 AP to maintenance Sigil and rest with 4 AP. In same phase remove haste counter.

There are some FAQ that i lost?? ^______^

Hi Vladimiro . Welcome to the forum ^^

The problem is that we are just explaining a rule of Saga 2, where it is explicitly explained that you can use the Haste Counter IN the Maintenance Phase, instead of getting an additional recovery point.

Characters like sophia who can give Dereck an action point and cards that give action points can help him use his 5 AP move while being buffed.
