A question came up during my most recent game.
When a character flies using some sort of supernatural skill like ki or air magic do they still get fatigued by moving? Or can they move at the maximum speed the ability allows without penalty?

I suppose that yes, they tire as long as it is not said otherwise. moreover in case of Dominion it's perfectly logical to assume that pushing the speed will cause the fatigue loss.

They are spending energy, either ki or zeon, or keeping concentration for psychic powers to fly controlled, so I don't see them being idle while they fly. Even simple concentration becomes very fatiguing over time. Hovering in mid air with a psychic power held active in an slot I could accept with resting, but anything else would take concentration and/or effort and cause fatigue.

That's what I thought, but one of my players (a mage) brought up that it doesn't fatigue him to maintain spells. So now I need to make a decision on how I am going to rule on this by our game next week.

It doesn't fatigue for him to maintain spell. It is fatiguing to fly via spell. You maintain spell and it works, but you have to spend an actual action (in game terms) to move yourself.

Okay, glad to see that my interpretation wasn't too far off. Should I still use the same rules for movement like full speed = 1 fatigue per 5 turns? Or should I modify it any?

Except.....
If you fly too long with your Ki, and your Ki pool drops below 10, you start to get fatigue anyway, the same as with ANY Ki use (as per Dominus Exxet).
If you just stick to that rule, you get a fairly logical situation where someone with low levels of Ki is fatigued by flying quicker than someone with a large Ki pool.
But that's just my take.

I did find it slightly troublesome that a Psychic character with an innate slot could fly basically as long as they wanted with no extra cost (as far as I could tell) but I guess that's how they roll.

Try coasting down a hill on a bike. It doesn't tire you out, except that you have to be concentrating as you move to keep from running into things, etc... Try doing some long distance driving to really get the point. It isn't fatiguing to hold down the gas pedal (even less so with cruise control), but you certainly get tired more than you would sitting in a chair at home. That's why they have laws regarding how long truck drivers can stay on the road each day: driving doesn't take much energy, but driving safely certainly does, and you get fatigued. Flying with Ki or zeon would be worse, because you're transfering energy through your body at a fairly solid rate, but even with psychic powers. you're having to pay attention to moving in a way your body isn't built for while not running into anything.

I think Gimp nailed it with this one. No, you aren't going to be particularly physically fatigued, but mentally, that kind of constant concentration/manipulation of energy is going to mentally fatigue you, no doubt. I wouldn't use the fatigue rate for physical movement because it's not a good comparison. Something like one fatigue an hour seems fair. Characters not built to have a lot of fatigue couldn't keep it up all day without stopping. At first blush, it might seem unfair that they tire so much faster than the guys hoofing it on foot, but they are also able to generally travel very fast and all but completely ignore the effects of terrain. The flier can either go further than the party and rest more often to let them catch up, or they'll occasionally have to land and move using normal methods to conserve fatigue and stay with the party. And I think that's fine, since the Ki user with use of necessary energy and 10 agi is already jumping up and down in frustration that he has to go so slow for everyone else. I believe that's the way that I will be houseruling it. YMMV.

Wouldn't this be covered by the low ki rules in Dominus exxet? If you regen ki faster or have a massive pool of ki it just takes you much longer to get fatigued

I think for Ki it makes sense to use the Ki fatigue rules since the maintenance actually works logically in this case. But for me, you definitely need a regulator like I've outlined above for psychic flight, and probably want to use something similar for magic. That's just my opinion, though.

In my opinion, it doesn't. Once it's maintained, it's passive... like breathing  Also, I cannot see the logic behind as to why it would tire people out. There are rules outlined in Dominus and Arcana for very low levels of Ki and Zeon, and both include loss of fatigue, and it makes sense because once you're out of "soul power", your body starts to be effected. Adding an extra loss seems rather unnecessary  Then again, to each his own
