However, I don't dislike the idea that much, since from the small chunk of info on Nemesis we have, he's pretty f*ckin' inhuman emotively, and it's Elisabetta who's in love with him, not vice-versa.
Sadly we cannot be sure that he'll stay that way. Don't you forget that Edward Cullen also were totally not interested in women? Having Gnosis 20 doesn't give her 'super problem solve' ability. It just means that crap happens around her, or she gets dragged into crap. Smiley She could be the CAUSE of a problem, not the solution. She could be an observer. She could be...heck, one should get my idea by now. Sure thing she won't be super problem solver. But even if she just goes side by side with the party she is destined to be more important. Let me give you one simple example. I'm pretty sure you know Queen, Nirvana or, say, Marylin Manson (or almost any other musical band). And also I'm pretty sure you know who is Freddie Mercury, Curt Kobain or Marylin Manson. But wait, there have to be some guys on guitar, drum, bass, etc.. They all are on the scene. They all are making music. And yet most of people only remember vocal frontman with only fans remembering other guys and girls. Same goes with the party. Surely you can mix Anna-Elisabetta to the party, but by the laws of universe she destined to be the frontman. Because she is more important.

Sure, she has gigs now and then but when it's your band playing she doesn't just barge in and take away the microphone away from Shenkiro who... I kinda got lost among the metaphors but you get the idea.
She's not even that difficult to get rid of or shove into the background if you are so inclined. Just have all the haters be right and her as just a modestly capable (if that) puppet of Kisidan. She doesn't even have to be the same person as Anna Never if you like one or the other. Sure, alteration of the setting but who doesn't do those.
But then of course I have been blessed/cursed with players who never even bother reading any setting info.

I think she's perfectly usable as an NPC precisely BECAUSE she's the centre of lots of stuff. Weird stuff happens around her, so there's always plenty of adventures occurring around her / involving her / near her. She doesn't have to be central to it. She doesn't even have to be involved. It just happens around her because weird stuff happens in the universe wherever she is.
But you don't agree, which is fine, so don't use her.

But which setting characters show up and what do they do to the PCs depends heavily on what the PCs themselves focus on. Lisa might be very cosmically important behind the scenes but the PCs don't have to see her until they're at least level 10 and then only for a single boss fight after which they make a run from Nemesis in an as of now Elisabetta-free world. You cannot run away from the Nemesis. And I hope the Eli-Nemesis arc will not end in some love story or something retarded like this. It will end with: Elizabeth: Nemesis! I finally found you! Nemesis: NO! Leave me alone! I'm too emo! Elizabeth: But I... I love you! Nemesis: Ah... well... I love you too then. Now that you love me and changed my emo-ness with your awesome importance, I shall join you against my evil mother whom I'll betray because of my secret love for you which you will never know. Time to destroy the Imperium!  I also wish it didn't end like that, but it seems somewhat logical given the Anime way things are going

I'd have no problem letting Anna Never show up and be an observer that wants to see what this party of adventurers is doing in her Empire, whether she planned the observation, or simply happened to be there when things got down and dirty for the party. She shouldn't be joining the party long term, but she can certainly show up sometimes. The Empress plays Anna Never to see her Empire incognito, so, while she may enjoy an occasional adventure, she wouldn't want to be in the spotlight, or Anna Never loses her capability to observe. All I'd have her do is be there, perhaps bringing about an issue for the party due to her Gnosis, but letting the party resolve the issue as she played no more than a minor part. She might be capable of incredible feats, but doing them would negate her ability to move about as an observer, so she could simply avoid doing anything major while the party dealt with the situation. If the party got in over its head, she could save them, but the job of a good GM is to set things up so the party can deal with situations, and not steal their spotlight with an NPC, however cool they think the NPC might be. I'd expect her to do no more than help the party retreat, so they could try again after they recovered. Using major power lever NPC's is a tough job for the GM, largely because they have to make sure the NPC doesn't become the center of the band. If they can pull that off, Anna Never can become a fun extra scene later in the campaign, when the party is presented to the Empress for some deed thay have done, and finally realize who had been dealing with them at other times.
