Hi all!!! I’ve a question about Arbiters Orders. The cards says: “Orders per turn: 3” and there are many order in sequence with a point cost.

To use an order, the character has to use “Action Points” or “Order Points”?!?

You spend order points to use orders, only the Colonel spends action points as order points with his Chain of Command rule.

Red ability costs are order points, blue ones are action points. You cannot normally mix the two, except in case of the Colonel.

Your explanation might be confusing as for some reason Aizen orders are printed with blue circles.

Many thanks! Finally i've understood!!! The problem starts with the cards of Aizen, blue color for command point! 

Another questions, each turn the Arbiter has 3 points? This limit cannot exced?!? Aizen has three power that costs two order points each, he cannot cast two of them! Never!

There is an Organization advantage called Absolute Control for the Azur Alliance in the Saga I&II rulebook that gives an extra order point (and 2" extra range they can give orders to) and an upcoming character -Juliette Kaim- that gives another one as long as she is alive.
