Ok, first questions I have run into while reading the rules:

1] If I use Kronen's Scarlet Heartbeat, do I still apply the -2 to hit with it, even though it is not a standard counter attack?

2] So, if I had enough Actions [through items and the characters max actions], I could Charge, do an additional attack, then [having killed the character I charged] shoot a ranged attack at a nearby enemy?

All I can think of right now.

1) No; all special skills are based upon the basic ones, and therefore you apply the same "basic" rules. I mean, in a special counter, you still suffer a -2. In Kronen's Scarlet Heartbeat, for example, you have a "real" bonus of +2 / +2 (instead of +4 / +2) for that.

2) Of course you can. For example, you can charge with Dereck (3 actions points), kill an enemy unit, and after that use the Clock of Chronos (+1 actions) to do a Neobullet (3 actions) against another enemy.
