how Uncontrollable works:

Your unit can make one of the following action freely : walk, attack, melee, or nothing.

To perform any other action (any order, charge, run, retreat, etc...) you must spend 1 CMD. Spending this CMD point is not considered as giving (or receiving) an order.

Does this mean that Uncontrollable models need to spend extra command to use Vae Soli or Vae Victus? If you decide to spend 2 command to boost your CBT by 2 will you need to spend an extra 2 cmd (making it a total of 4 command spent) or is it just the one extra, giving a total of 3 cmd cost to boost cbt +2?

No, for two different rules :
- Receiving an order is not an action. If you use Vae Victis or Vae Soli the active unit is receiving the order, and don't have to spend any extra CMD.
- Free and passive orders/auras are not considered as action, so you can use them without spending extra CMD.

So even if the uncontrollable unit is your officer, it could still use Vae Victis/Vae Soli for other unit or for itself.
