Damned One of Gluttony and Troop Selection

I've got a quick question about the Damned One of Gluttony. I was messing around on an army builder, and found that when I added the Damned of Gluttony to the list the model counted as two models against troop selection. This seems a little off, but the card doesn't list the transformed state as an associated model, but rather a zero cost figure. Is this how the model works?

Don't trust the list builder, they should only count for one unit. The skinny Damned transforms into the obese form in-game when it eats something.
